Position Summary
The Homemaker provides non-medical household support services to clients in their homes, enabling individuals to live safely and independently in the community. Services are delivered in accordance with the client’s authorized service plan and Minnesota home care rules (Minn. Stat. ch. 144A). The Homemaker performs light housekeeping, meal preparation, laundry, errands, and related household tasks that the client is unable to perform for themselves due to age, disability, or health condition. This role does not include personal care, nursing tasks, or any hands-on assistance with the client’s body.
Essential Duties and Responsibilities
Household and Homemaking Services
- Performs light housekeeping tasks as identified in the service plan, including sweeping, vacuuming, mopping, dusting, cleaning bathrooms and kitchen surfaces, and removing trash.
- Prepares nutritious meals and snacks according to the client’s preferences, dietary restrictions, and any instructions provided by the care team; assists with basic meal cleanup.
- Performs laundry, including washing, drying, folding, and putting away clothing and linens as directed.
- Assists with grocery shopping, picking up prescriptions, and running errands essential to the client’s health and well-being.
- Changes bed linens and maintains a clean, organized, and safe living environment for the client.
- Performs other household tasks identified in the authorized service plan that the client is unable to complete independently.
Client Safety and Observation
- Observes the client’s general well-being and home environment during each visit and promptly reports any concerns — including changes in condition, unsafe conditions, or signs of neglect or abuse — to the agency.
- Maintains a safe working and living environment; identifies and reports home safety hazards such as fall risks, unsanitary conditions, or needed repairs.
- Does NOT provide hands-on personal care, assist with transfers or mobility, administer medications, or perform any nursing or therapy tasks — these require a licensed or separately qualified staff member.
Documentation and Communication
- Completes visit records documenting tasks performed, arrival and departure times, and any observations; submits documentation by payroll deadlines.
- Uses Electronic Visit Verification (EVV) check-in/check-out for every visit as required by agency policy and applicable Medicaid rules.
- Communicates with the agency office regarding scheduling changes, supply needs, and any client concerns in a timely and professional manner.
Compliance and Regulatory Responsibilities
- Maintains client confidentiality at all times and complies with HIPAA; does not share client information verbally, in writing, or on social media.
- Serves as a mandated reporter of suspected maltreatment of vulnerable adults (Minn. Stat. 626.557 — Minnesota Adult Abuse Reporting Center) and minors (Minn. Stat. ch. 260E).
- Honors client rights and dignity; delivers services in a respectful, person-centered manner consistent with the Minnesota Home Care Bill of Rights (Minn. Stat. 144A.44).
- Follows agency infection control practices, including hand hygiene and safe food handling.
- Accepts no gifts, loans, or financial arrangements from clients or their families; follows agency policy on any authorized shopping (itemized receipts required, all change returned, transactions documented).
Required Qualifications
- Minimum age of 18 years.
- High school diploma or GED preferred.
- Cleared Minnesota DHS background study (Minn. Stat. ch. 245C, NETStudy 2.0) prior to any contact with clients.
- Successful completion of agency orientation and required training before providing services independently.
- Ability to follow written and verbal instructions and to communicate effectively with clients, family members, and agency staff.
- Reliable transportation to assigned client locations; valid driver’s license and current auto insurance required when driving is part of the assignment.
- Tuberculosis screening consistent with MDH/CDC requirements prior to client contact.
Preferred Qualifications
- Prior experience in housekeeping, home care, hospitality, or a caregiving role.
- Experience working with elderly, disabled, or medically complex individuals in a home or community setting.
- Bilingual or multilingual skills reflecting the communities Alliance serves.
Required Training (Provided or Verified by Alliance Home Care)
- Agency orientation, including the Minnesota Home Care Bill of Rights, client rights, confidentiality, and agency policies prior to providing services.
- Vulnerable Adults Act and maltreatment mandated reporter training.
- Infection control, standard precautions, and safe food handling training.
- EVV system training prior to first client visit.
- Annual in-service training as required by agency policy and applicable Minnesota home care rules.
Physical Requirements
- Frequent travel between client homes; ability to operate a motor vehicle safely.
- Ability to stand, walk, bend, stoop, kneel, and reach for extended periods during housekeeping tasks.
- Ability to lift, carry, push, or pull up to 30 pounds occasionally (laundry, groceries, household supplies).
- Manual dexterity sufficient to perform cleaning, cooking, and documentation tasks.
- Potential exposure to cleaning chemicals, communicable illness, household pets, and variable home environments. PPE provided per agency policy.
- Ability to work in varied home environments, including homes with stairs, pets, or limited workspace.
